Carolyn E. Steinhauser: A Visionary Who Leads By Example

For over six decades, Carolyn E. Steinhauser has helped shape a stronger and more connected York County. But not through fanfare or vanity projects. She has done it through thoughtful leadership and intentional generosity.

After moving back to York County in the mid-1960s, Carolyn became an avid volunteer in the community. Equipped with the unique ability to see the bigger picture and convene the right people, she has used her talents to support several local initiatives and nonprofits.

It was Carolyn’s passion for wanting to see women succeed that resulted in her first leadership role as executive director of the YWCA York.

While raising a family, Carolyn also found time to serve on the board of the York County Community Foundation (formerly the York Foundation) and in 1991 became its first executive director. Within nine years, Carolyn impressively grew the Foundation from $1 million to  $25 million in assets, and she did it without pay.

Due to her firm belief in social justice and equity, Carolyn was drawn to the York County Bar Foundation, a nonprofit that advances access to justice and civic education across the county. In 2002, she became the first non-attorney to join the board and helped raise enough funds to hire the Bar Foundation’s first paid staff while also growing its endowment from $600,000 to almost $5 million to benefit the county’s most vulnerable members. Her belief that strong communities are built on fairness, opportunity, and informed citizens has guided much of Carolyn’s work. Work that she says requires participation and commitment from leaders and community members.

It was in that same spirit of collaboration that Carolyn founded the Women’s Giving Circle of the York County Community Foundation. From the idea that strategic philanthropy can create transformative change, Carolyn helped develop the WGC into a force of dedicated, compassionate, and trailblazing women. Their mission is simple: To learn about York County’s needs from community members and pool their resources to invest in local nonprofit projects that address those needs.

Since its founding, WGC has invested over $1.3 million to support programs that address violence, create equity, and beautify spaces to build a stronger community and improve educational opportunities, especially for those “at risk”. To honor its founder, the WGC of York County created the Carolyn Steinhauser Award in 2017. The award recognizes individuals who embody Carolyn’s commitment and creativity in addressing complex challenges across York County. The award includes a grant for $1,000 which awardees use to support a nonprofit of their choice.

Carolyn is a community champion. Her belief in the possibilities for York County and its people, beyond what may be visible and tangible today, is what makes her a great leader. Carolyn turns vision into strategy and inspires others to believe and move into action toward progress. Through her almost 30-year-old donor advised fund at YCCF, Carolyn has remained steadfast in her commitment to education and civic engagement. Over the years, grants from her fund have supported initiatives that open doors for students and adults alike. A proud graduate of the first all-female class of 1957 from York Country Day School, (an affiliate of York College of Pennsylvania) Carolyn regularly supports her alma mater with gifts from her fund. Carolyn believes deeply that education is more than academics — it is the foundation for confident, capable citizens who will shape York County’s future.

Carolyn’s passion for the nonprofit sector is no secret. Her drive and dedication to her community is further demonstrated through the creation of the Carolyn E. Steinhauser Fund for Nonprofit Excellence at YCCF. With her generous support and YCCF’s Management Assistance Fund, YCCF and local partners were able to establish the York County Nonprofit Collaborative, a coalition of funders and nonprofit representatives dedicated to advancing the key priorities of the nonprofit sector.

Carolyn’s philanthropy reflects her personal philosophical view: “If you care about your community, you invest in its people.” She often speaks about the power of local action, or what she refers to as neighbors helping neighbors, and the importance of creating opportunities that outlast any single individual. Her approach has been both strategic and heartfelt, grounded in the belief that lasting change happens when people come together with shared purpose.

Beyond her formal roles, Carolyn is known for her curiosity, her thoughtful counsel, and her genuine interest in others. She values lifelong learning, meaningful conversations, and the simple joy of seeing others succeed.

Through her leadership, vision, and generosity, Carolyn E. Steinhauser continues to leave an enduring mark on York County — one grant, one initiative, and one inspired giver at a time.
